CalTrans / STA Presents Their Recommendation On Hwy 12

RIO VISTA [5/16] – CalTrans and Solano Transporatation Authority (STA) conducted a Highway 12 Corridor Study Public Workshop at D.H. White School on Wednesday, May 16, and presented what will be their recommendations regarding the future of Highway 12.  Tom Biggs from Atkins Eng'g gave the presentation and discussed the three main corridor structure possibilities (Gap-Fill, Barrier-Separated Two-Lane; and Four-Lane) and where each format might be employed.  Were the Gap-Fill strategy the sole answer, the expected cost would be $84M.  Were it the Two-Lane option, $354M.  But if the Four-Lane option were applied for the entire corridor length, the cost would be $2,828M! (The new bridge or tunnel at Rio Vista makes up about one third of that amount).

The agencies' recommendation includes in the short-term an expenditure of $100M to finalize the Rio Vista bridge location and improvements in and about Rio Vista.  In the long-term, they suggest an expenditure of $1.5B, which would include new bridges at Rio Vista and at the Mokelumne, four lanes from SR-113 to SR-160, and two lanes eastward to the Mokelumne.  Biggs said this $1.5B expenditure would achieve 85% of the benefits to traffic that the spending of the full $3B would gain.

Biggs added that they are not recommending having a toll bridge, but then these are just "recommendations"!  He reiterated several times that they were not recommending where the Rio Vista bridge should go and that the location options discussed before were all "still on the table".  Mayor Jan Vick said that the next step for the City was to update the General Plan and see whether the existing plan for the re-routing of Hwy 12 down Airport Road should stand or we should look to have it elsewhere.
